Starry swoosh

Stars of increasing size arranged in an elegant arc, or swoosh, provided an appropriate visual metaphor for the national congresses with the most recent, the 9th National Congress, being the largest and most important so far. However, there does not seem to have been unanimous agreement as to which direction the stars swooshed - left to right or right to left, upwards or downwards.
